Summary: | Regional Food Security Dynamics research examines the dynamics of interaction between
various actors in food security in Minggir Sub-district, Sleman District from three aspects: government,
society, and the market which aims to describe the dynamics of food security in Minggir Sub-dsitrict,
Sleman District. In exploring what is really happening about food security issues in the Minggir Subdistrict,
Sleman district we can draw distinction from food insecurity in 2012 during 3 years ( 2009-2011)
when it became food insecure areas. This reality of a food insecure area is despite the data suggesting
the Minggir Sub-district is one of the buffer area of food production of rice in Sleman District with the
total number of the largest rice production in Sleman District. This exploration is crucial to learning in
the determination of indicators of food insecurity and food security, which is still overlapping with
poverty indicators between the government and the public.
The central theme in this research is the dynamics of interaction between food security and
social actors in the perspective of adaptive governance involving governments, markets, and
communities so that concepts and theories are used to map the problem of this research. The
conceptual is based on literature from food security, vulnerability food, and adaptive governance and
analysing interactions between government actors, market actors, civil society organisations and the
public. This study conducted a qualitative descriptive case study approach in order to explain and
explore more deeply the dynamics of interaction between actors in the area of food security in Minggir
Sub-district , Sleman District.
The results of this study concluded that the dynamics of food security in Minggir Sub-district,
Sleman District very dynamic where in 2012 has been the strengthening of food security with the best
conditions are changes in production subsystem or food availability. Meanwhile, identifying who still has
a vulnerability in food security is due to the consumption subsystem of food diversification can not be
optimal, and the low accessibility of food for people in the Minggir Sub-district, Sleman District of rice
which the majority are low socio economic households. Interaction between social actors in the
dynamics food security in the Minggir Sub-district, Sleman District has changed between the time
period of food insecurity by strengthening food security. Patterns of interaction that occurs various
actors between state, public and markets have created role ambiguity agency in social life. The
ambiguity of the role of agency occurs in the interaction patterns between actors in the area of food
security dynamics in Minggir Sub-district, Sleman district because of the power relations and
overlapping roles between actors. The dominance of the government to monopolize his role in restoring
the condition of food insecurity and strengthening food security began delegated more proportionate to
local communities, farmers and local institutions such as Gapoktan (Farmers Group Association) and
cooperatives in the Minggir Sub-district, Sleman District. In the context of strengthening food security
post conditions of food insecurity, there has been a collaborative effort between actor roles of Sleman
District Government , Gapoktan , Institute of Food Distribution Society ( LDPM ) and cooperatives in the
Minggir Sub-district to empower local communities and farmers in order to shorten the dependence to
government on management of food resources and food accessibility .
