Summary: | Law no. 14 of 2008 on Public Disclosure requires all public bodies in
Indonesia to open the door of access to the information it holds . Previous studies
on a number of public institutions that have implemented the legislation shows
that public relations practitioners have contributed to the implementation on the
ground.
This study aims to determine practical implementation of Law no. 14 of 2008
on public institutions and determine the role or involvement of public relations in
it . The research method used is a case study . While the data collection technique
is literature , in-depth interviews , and participant observation . Public institution
that become the object is the headquarters of The Audit Board of The Republic of
Indonesia (BPK RI) . The reason is of the election is because BPK RI has
implemented Law. 14 of 2008 and a number of BPK RI�s public relations staff act
as the information officers who responsible to the law implementation.
Research findings indicate that PR BPK is the main actor of Law No. 14 of
2008�s implementation at the institution. The majority type of role executed by
BPK�s public relations is the role of technical and then managerial roles. The
implementation of the Law. 14 of 2008 which is run by the Public Relations BPK
itself is still not perfect because there are still some technical obligation in the
legislation that has not been done. Moreover PR BPK also often has several
obstructions such as internal staff of BPK who do not understand the urgency of
the practice of public disclosure. And also public relations staffs who often
experience an overload or overlapping tasks. Therefore , at least PR BPK need to
create new rules or revise existing regulations in accordance with the law,
returned to disseminate to the internal regulations related BPK, and increase the
number of staff or provide additional incentives to the staff of the dual role as a
public relations information officer
