Summary:Development carried out during this turns out to have not been able to improve the welfare of the people especially those dwelling in rural areas. The result was raised poor villages and backward. As mandated in the National Medium Term Development Plan ( RPJMN 2010-2014), the development of disadvantaged areas has been established as one of the 10 national priority of \"Underdeveloped Regions, Frontier, Outermost, and Post-conflic\". Coastal areas D.I. Yogyakarta which includes 3 Gunungkidul district, Bantul and Kulon Progo, the entire coastal villages covering 35 villages. The purpose of this study are: 1) determine the level of progress of the village in the coastal district D.I. Yogyakarta, 2) determine the factors that influence the differences in the level of advancement of the causes of underdevelopment in particular village a village in coastal areas, and 3) determine the direction of underdeveloped villages policies are appropriate in the coastal region of D.I. Yogyakarta. The data used in this study is the potential of the Village in 2011 and the District In Figures In 2012, the method used is secondary data analysis. Measured the rate of progress of potential rural village, state population, housing and the environment, and other additional variables, do the scoring, then classified into underdeveloped villages, developing and developed villages. Factors forming the different levels of development of the village and then use factor analysis technique discriminant analysis to determine the factors that most influence the underdeveloped villages.. Descriptive analysis and map analysis is used to determine the direction of policy in accordance with the conditions of the level of development of the coastal villageofeachdistrict. The results of this study showed that the characteristics of the level of development of coastal villages in D.I. Yogyakarta is quite varied. Of the total 35 villages, 12 villages are developed, 12 villages belonging developing, and 11 villages are underdeveloped villages. Affecting factor the development of the coastal village are level health facilities, health workers, the distance from the village to the district capital, market. The most influential factors of underdeveloped is health facilities. Policy direction is, improvement of health infrastructure in each village is relatively underdeveloped, opening new growth centers, as well as a means to build infrastructures supporting the economy of coastal communities.
