In general, there are two methods used : the method of observation / ru�yah and the method of computation / hisab. Hisab method itself is applied by using a variety of criterias, such as wuju>dul hilal criteria that used by Muhammadiyah, and imka>nur ru�yah criteria that currently used by Indonesian Government, PERSIS (Persatuan Islam), and NU in compiling the hejric calendar. Imka>nur ru�yah hisab method and his criterias is developed in framing to harmonize the results of hisab with the results of ru�yah. For that purpose, imka>nur ru�yah criteria sets the parameters for appearance possibility of new moon, either with naked eye or optical instrument. There are many imka>nur ru�yah criterias, i.e. MABIMS 238 criteria, LAPAN 2010 criteria, Odeh criterion (Accurate Times software developer), and others. The project purpose is development of an application that can determine the beginning of qamariyah months using MABIMS 238 criteria and LAPAN 2010 criteria. The development of the application is accomplished by using Delphi programming language that has capability of communication with users (user interface). This work includes designing of the programming algorithm and the application display, and writing the source codes of the program. The display of the application consists of two windows i.e. the window for calculating the time of conjunction / ijtima>� and the window for determinating the beginning of qamariyah months. Testing of the application is accomplished by comparing this application and Accurate Times software that includes determination of the beginning of qamariyah months with MABIMS 238 criteria and LAPAN 2010 criteria, and calculation of the position of the sun and the moon. The results of the testing that has been carried out show that the position of the sun and the moon produced by this application and Accurate Times software have differences, a few seconds for the sun coordinates and a few minutes for the moon coordinates. Of the criteria selected in this application, the LAPAN 2010 criteria is close to Odeh criterion. Both of them always produce the same conclusion regarding the appearance of the new moon for all sampled qamariyah months
