description According to IPCC Guideline 2006, AFOLU (Agricultural, Forestry and Other Land Use) is one of important sector that should be included in the activity of an inventory of Greenhouse Gases (GHG) in climate change mitigation efforts. Inventory of GHG is conducted to determine the Reference Emission Level (REL). REL is the number of the total emissions in a region at a certain period of time. In this case, the region is Special Region of Yogyakarta. This number will be used as a reference in determining the success of efforts to decrease the national GHG emissions in 2020 that has been set by The Government of Indonesia by 26 % or 41 % if get international assistance. In this research, REL value determined use method of Historical Based (HB). This method is based on historical data, projections of emission that have occurred in a region. The estimation of emission use stock difference method approach which is measured between 1989 and 2002 with two factors, activity data and emission factor. Activity data is area of changes between land use 1 to land use 2. In the other hand, emission factor is changes of carbon stock between land use 1 to land use 2. Based on calculation, REL of Special Region of Yogyakarta set in 2013, it was 2044.9 Kton CO2-eq with a cumulative projected BAU emission in 2020 was 2611.9 Kton CO2-eq. Emission�s reduction target of 26% by 2020 amounted to 679.1 Kton CO2-eq and for 41 % reduction target is 1070.9 Kton CO2-eq. The recommended for basic scenario towards the emission reduction target is to reduce the rate of change of Crop Land into other land use, optimize Grass Land into productive land and optimize community-owned land to develop community forest.
