Summary:This research aims to identify variations of KUB organizational performance in the utilization BLM-PUMP based on the fishing gear infrastructure, capacity, and economic networks formed from KUB type of fishing waters and to determine the causes of variation in the utilization of KUB organizational performance BLM-PUMP program. As programs increase in asset-based fishing economy with institutional lines, KUB utilizing BLM-PUMP ideally able to take advantage of infrastructure aid fishing gear collectively as well run organization KUB. However, the pattern of economic activity that is synonymous with fishing capital and marketing dependence on the reservoir Tokeh impact on the dynamics and organizational activities of KUB in the use of BLM-PUMP. Analytical framework used came from the concept of asset-based policies as expressed by Michael Sherraden. There are three aspects that support the business and asset accumulation capability fishermen in alleviating poverty, namely infrastructure (fishing gear) that promote improved sources of income of fishermen, as the capacity of the human resources aspects, as well as a network of economic and social aspects of the economic structure of the constructive business asset accumulation and income. This research uses descriptive qualitative method. The main instrument in collecting data from the field through in-depth interviews, observation and documentation of informants consisting of administrators and members of the Technical Committee pelaksanaa KUB and BLM-PUMP program at the district level consisting of a secretary and a member of the Technical Committee PPTK (fishing companion contract staff ). The results this research showed variation KUB organizational performance is determined by three aspects of the infrastructure, capacity, and network economics. KUB Sejahtera with the utilization pattern of coordinated fishing gear infrastructure, capacity conditions (personal, community, and system) is adequate, and the form of network economy with capital and marketing system of independent, successful in the use of BLMPUMP institutionally. In contrast, the utilization of KUB infrastructure fishing gear is individualized, state capacity (personal, community, and systems) are not adequate, and economic networks are identical with dependence on tokeh or reservoir fails run organization KUB. It is as found in the KUB Karya Baru, KUB Karya Maju, Kub Bawal, and KUB Tenggiri. The cause of the variation in organizational performance KUB is Tokeh have full control of the fishing KUB as a consequence of the relationship marketing and capital are executed in the economic structure that is identical to the inequality of resource ownership and access to capital markets. Those relationships impact on infrastructure utilization patterns which tend to be individual, personal capacity conditions, community capacity and fragmented system capacity based economic relations with Tokeh, and economic networks that are controlled by Tokeh impact on the ineffectiveness of the organization's activities KUB. The existence Tokeh or reservoir fishing in economic activity implies a failure of the organization as a unit KUB independent fishermen
