As a condition to get passport, the applicant is required to follow the procedures that complement the passport files that are needed, such as personal letters, photographs and fingerprints, and so on. In Indonesia, a passport has to be done at the immigration office first class, so that it also applies at D.I. Yogyakarta. With the high demand for passport applicants, the higher applicant's arrival to the immigration office results in high waiting time. To get passport, the applicant must go through three phases: first stage is submission of personal files, second stage is payment, taking photographs and fingerprints, as well as interview, and third stage is a passport-making stage. In this study, the second stage is chose to be improved. From the observation, the waiting time applicants considered very high ranging from 30 minutes to 1 hour. When viewed from the time of each phase, for each applicant does not require a lot of time but because the number of applicants who come every day, then it causes the average waiting time of applicants is high. Therefore, this study built a model to perform simulations that will be used in building an alternative model that uses an appointment scheduling system so that the average waiting time of the applicant for the second stage can be minimized. From four scenarios that have been built, the simulation results the best scenario is Scenario IV which schedules every 15 minutes for 5 applicants where the applicant who come at wrong schedule (both day and time) are allowed to enter the queue. This scenario can reduce the average time for Monday � Thursday model to 7 minutes and 21 seconds. As for Friday, this scenario can reduce the average waiting time to 5 minutes and 18 seconds.
