description The research of highest and best use of the vacant land at Raden Intan street Bandar Lampung which owned by the Ministry of Finance of the Republic of Indonesia, conducted with property productivity analysis in legal and regulatory aspects, and also physical and location aspects, using threshold testing with a rating grid to obtain a preliminary highest and best use. The next step is the analysis of market which included analysis of demand and supply, continued with finance feasibility analysis for each usage proposal. The data to be analyzed consist of primary data and secondary data, include physical data (size, site, topography, utility, etc), laws and regulations data (building code,ownership), market (demand and supply of property), and finance (interest rate, inflation rate, tax rate, growth and economical life). Primary data were obtained through direct observation, questionnaire and structured interviews, secondary data was obtained from BPS Kota Bandar Lampung, local government�s institutions in Bandar Lampung, KPKNL Bandar Lampung, Kanwil Ditjen Perbendaharaan Provinsi Lampung and related website. The result of the property productivity analysis was gained two competent and possible usage proposal that is the use of ruko and retail store. Based on the indicator of finance feasibility by Net Present Value (NPV), Internal Rate of Return (IRR), Pay Back Period (PBP), Profitability Index (PI) and Equivalent Annual Annuity (EAA), the use of ruko to be better indicated comparing to retail store so that can be concluded that the alternative using of ruko represent the most optimal for the vacant land at Raden Intan street.
