The purpose of this study was to analyze the factors of formalizing the constraints faced by the government owned land assets of banjar regency in general and in particular the department of education and determine policy strategies in the settlement process of legalization of land assets owned by the government as well as measuring the Spearman rank correlation between importance and performance.
The importance and the level of performance in the legalization of land assets owned Banjar regency government is measured using a Likert scale by distributing questionnaires to the Regional Working Units (SKPD) in the Banjar regency government to find out the perceptions of respondents about the factors constraints that occur in the legalization of land assets Banjar District Government, especially the Department of Education. The samples used in this study were 35 respondents were selected by purposive sampling method. The data have been obtained in the analysis using an analysis tool Importance Performance Analysis (IPA) and the Spearman-rank correlation.
The results showed that the factors of formalizing the constraints of government-owned land assets, especially in Banjar District Education Office is located on the Human Resources (HR) is inadequate, the Budget has not met the requirement of legalization of assets, the performance of which is not in accordance with the duties and Operational Standards procedure (SOP) that exist, and the legality of an asset that must be considered. Results of Importance Performance Analysis (IPA) suggests there are factors that performance is still lacking and need to be improved, namely HR factors have great influence on the process of legalization of land assets owned by the Government of Banjar Regency. The results of the Spearman rank correlation is the correlation between importance and performance shows that the correlation is not significant because the correlation value 0.395. |
