| Summary: | Protection of workers who work inside and outside the employment relationship is the responsibility of
the state is carried on by PT. Jamsostek (Persero). The protection of one of them is in the form of social
security. In 2012 Head of Sub Kemenakertrans Social Security TKLHK Djunaedi Achmad said the
current TKLHK or informal workers in Indonesia amounted to 3.1 million people. Of that number, which
is registered for the new Social Security 644 492 people. The problems examined in this study and its
purpose is to determine the implementation of the provision of social security to workers outside the
employment relationship as defined in Regulation of the Minister of Manpower and Transmigration No.
24 of 2006 on Guidelines for the Implementation of the Social Security Program For Labor Labor that
Perform Work Outside Employment as amended by Regulation of the Minister of Manpower and
Transmigration No. 5 of 2013 on the amendment of Regulation of the Minister of Manpower and
Transmigration No. 24 of 2006.
This research is a juridical Empirical research is conducted either through literature (Library) as well as
field research, based on the type of research The Normative legal research or research library (Library
Research) and the second law of empirical research or research field (Field Reserch), then by nature this
study is a descriptive analysis that depict or describe overall and systematics of the legal principles, rules
and other regulations contained in the subject matter covered. The methods used to collect the data are
observation, interviews, and documentation.
These results indicate that the implementation of the provision of Social Security Workers outside the
relationship as set out in the Regulation of the Minister of Manpower and Transmigration No. 24 of 2006
on Guidelines for the Implementation of the Social Security Program Labor Labor For Doing Work
Outside Employment jo regulation Manpower and Transmigration No. 5 of 2013 on the amendment of
Regulation of the Minister of Manpower and Transmigration No. 24 of 2006 by PT. Jamsostek (Persero),
there are several constraints, both of Sword Malioboro Market and PT. Jamsostek (Persero), such as:
technical obstacles to dissemination, Bimtek, as well as the process of educating the public relatively
takes more time, because it is influenced by the level of education and level of awareness is still relatively
low and limited economic factors and also the implementation of the provision of social security who
work outside the employment relationship despite being set in the Permakertrans No. 24 of 2006, but the
implementation is still based on Government Regulation No. 14 Year 1993 on the organization of Social
Security Workers.
