| description | The background of this research is growth based on the researcher anxiety about the issue
on water crisis which faced by society, especially a farmer. The relationship among agriculture
and water is so tight, therefore the use of water should be regulated and free from intervention
from irresponsible parties. The purpose of this research are to dig deeply about the role and main
function of P3A in irrigation management.
In this research, the researcher have three hypotheses. First, what kind of regulation that
applied and how irrigation implemented in Kulon Progo regency. Second, how the role and
function of farmer in managing irrigation system. Third, what factors that become a barrier for
farmer in carrying out the role and their function in managing irrigation system.
This research was done by empirical and normative study. The researcher tried to look
directly, read the sources, understanding the legislation rule and other documents that related and
support this research. The function of those sources is to compare with the real condition in
society where researcher conduct this study.
The result of this research shows, there are a lot of farmer that have less self-sufficient in
managing and maintaining irrigation system. This is because government inconsistency in the
beginning of managing the irrigation. The government only put the concern on physical and
technical problem, therefore it is caused less self-sufficient for a farmers.
