Beside ownership of resources, the role of labor as a human capital may determine the future of a national growth through innovation and returns to knowledge. However, with the current dynamic of global economy where domination of labor market and more liberal institutional framework for firing and hiring lay within global society, the traditional fully running state planned economy is directed towards a new set of work ethics, disciplines, and aspirations. World�s labor therefore faces even a more heightened competition level on global scale. This situation regrettably has contributed to generate common labor issues that would reveal a chain of causes and affect that are inextricably linked by social, economical, political, and cultural factors, and Brain Drain or the emigration of highly skilled individual to obtain better opportunities abroad is among one of them. The discourse on Brain Drain Phenomenon originally has been presented for decades, but it has gained an increasing prominence in existence during the European Sovereign Debt Crisis 2009. While typically brain drain happens to a developing migrant sending countries, the European debt crisis have shown an interesting dynamic where the occurrence turned to appeal the developed migrant sending countries as well. In addition, the flexibility of border and Free Movement Access idea imposed by the European Union may have paid more contribution to the Brain Drain phenomenon experienced by the region more than elsewhere. The contradiction on the idea of mobility and Brain Drain phenomenon following the crisis also may expose the regionalism governance of the European Union in addressing the problem of labor mobility and the impact of brain drain
