Summary: | Chinese government under President Hu Jintao and Prime Minister Wen Jiabao, who led
in 2003 to 2013, has formulated a long-term national goal to be fulfilled by 2020. Its goal is to
transform the current Chinese society into what is known as �hexie� society, where the majority
of Chinese people have live peace and harmonious. Its strategy to fulfill this by quadrupling its
2000 GDP by 2020. Chinese government implement �peaceful development� foreign policy to
achieve its national goal. Elaboration of �peaceful development�foreign policy is image building,
diplomatic balance, regionalism and multilateralism. In carrying out �peaceful development�
policy, China insist that building good neighbor policy was one of China�s strategies in global
politics. Therefore, the Hu-Wen administration seek to establish an ongoing relationship with
India, as one of the important country for China. Joint Study Group in economics and
Memorandum of Understanding (MoU) on defence cooperation are form of China-India bilateral
relations which successfully produced by Hu-Wen administration and improve their bilateral
relations.
By using the conceptual framework of �peaceful coexistence�, as a basic principles of
China-India bilateral relations, and �peaceful development� policy, the author analyze how
China seeks to establish a good relationship with India. The author argues that cooperation in the
form of Joint Study Group and MoU on defence cooperation are Chinese�s strategy to fulfill
�hexie� society, that by increasing export and investment in India as well as increasing China�s
consumption through security lines at the SLOCs in Indiana Ocean. In addition to pursuit its
national goal, maintain good relationship with India are also shown to help China to develop
regionalism in South Asia and the support needed to develop multilateralism.
