immediately adjacent to the settlement population, it is also the case in the Rawa Aopa
Watumohai National Park (RAWNP). RAWNP has an area of 105,194 hectares with
encroachment that occurred until December 2013 reached 23,211 hectares or 22.06%
and which has an area of 470,84 ha of new untreated (PHKA, 2013). This study aims to
determine the process of encroachment on RAWNP particularly in Horodopi Forest
Block and determine the factors that lead to encroachment on the Block.
This study used a qualitative inductive method, which make observations and
draw conclusions and use the phenomenological approach, which emphasizes on a
holistic understanding of the phenomenon. Qualitative methods were used to explore the
realities on the ground, that is to know how the process of encroachment and to find the
factors that lead to encroachment on Forest Block Horodopi.
The results of this research is that the process of encroachment on forest block
Horodopi initiated by the transaction between local communities and communities of
migrants from South Sulawesi, the collapse of the New Order regime led by President
Soeharto in 1998, the lack of personnel and lack of enforcement of the rule law. The
factors that lead to encroachment in Forest Block Horodopi Forest Block due to
economic necessity coupled with the situation / momentum of the euphoria of the 1998
reform, lack of traction of the officers, inadequate number of personnel, lack of local
government support, which is very narrow land needs of the community as well as the
support capital owners.
