It also encourages the government to use space in their building in order to optimize their income. One of them is the leased space on State Financial Building at Yogyakarta, which is currently rented out as banking office space. However, its value is below the market rent value. Therefore, the aim of this research is to determine the fair rental value in optimal alternative use. The analysis that used in this research is highest and best use analysis by considering four aspects such as the physical aspects, regulatory, market and financial feasibility. The data used in this research consist of primary data and secondary data. Primary data were obtained from interview and observation consist of land price, transaction data and operational cost. In addition, primary data also include physical data such as size measure, site form, topography, utility and others were obtained through direct observation. Secondary data were obtained from Statistical Center Organization (BPS), Local Government Office in Yogyakarta, State Asset and Auction Service Office, and The Central Bank of Republic of Indonesia in Yogyakarta. The data used in determining the fair value of the lease with the market data approach and the income approach. In addition, this data is also used in the determination of some alternative use through the four stages of selection HBU. Basis for determining alternative use can not be separated from supporting tasks and functions of government organizations. Alternative use that have been through physical and regulatory aspects, should be past the financial feasibility level. The indicator of finance feasibility were used such as Net Present Value, Internal Rate of Return, and Pay Back Period. Based on the defined criteria, it can be concluded that the most optimal use as courier and logistic service office with annual fair rental value Rp850.000,- per m2
