| description | Background: Health as one of elements of public welfare has to be realized according to the Indonesian people aspiration such as stated in the preambule of Undang-Undang Dasar 1945 through continuous national development based on Pancasila and Undang-Undang Dasar 1945. Health is one of people need as a living thing. Distribution of medical workers must be well performed, such as by giving restriction of 3 (three) places of medical practice. Health Office of Sleman Regency has an important role to play in the implementation of the Minister of Health Regulation Number 2052/MENKES/PER/X/2011 concerning about Permit of Practice and Implementation of Medical Practice related to the restriction of 3 (three) places of medical practice in Sleman Regency, Yogyakarta. The width of area and uneven distribution of people in Sleman Regency have caused the difficulty to distribute the doctors, especially for the specialists.
Objective: This study was conducted to identify and to analyze the implementation of Minister of Health Regulation Number 2052/MENKES/PER/X/2011 concerning about Permit of Practice and Implementation of Medical Practice in 2003 in Sleman Regency, Yogyakarta related to the restriction of 3 (three) places of specialist practice (review for opthamologist) and its monitoring and law enforcement.
Method of Research: This study used the juridical and empirical approaching method, it meant that analyzing the gathered data according to the provision of current law/regulation. After being analyzed, the results would be realized in descriptions.
Results: There was not any violation of the restriction of 3 (three) places of medical practice, but it was still weak the performance conducted by Health Office of Sleman Regency in monitoring the implementation of Minister of Health Regulation Number 2052/MENKES/PER/X/2011 concerning about Permit of Practice and Implementation of Medical Practice related to the restriction of 3 (three) places of practice for opthamologist in Sleman Regency, Yogyakarta that was only guided by the issued data of Letter of Practical Permit (SIP: Surat Ijin Praktek).
Conclusion: Based on the study results, it could be concluded that the implementation of Minister of Health Regulation Number 2052/MENKES/PER/X/2011 concerning about Permit of Practice and Implementation of Medical Practice, especially in the restriction of 3 (three) places of practice for opthamologist in Sleman Regency, Yogyakarta still needs more active monitoring though there was not any violation.
