Summary: | Poverty is a multidimensional problem that is influenced by a variety of
interrelated factors, such as income, health, education, and geographic location.
Various government programs in the village poverty has a lot to do as the
National Program for Community Empowerment (NPCE) Rural.
This study aims to analyze the efficiency of the implementation of NPCE
Rural in Manokwari, West Papua Province in 2008 - 2013. Input variables consist
of: planning fund, training fund, transport fund, Community Direct Assistance
Fund (CDAF). Output variable consists of: apparatus support, citizen support,
Poor Household Participation (PHP). Types of data using secondary data every
district as the unit of analysis. The analytical tool used is the Data Envelopment
Analysis (DEA) Frontier.
The study concluded that : First, the NPCE Rural in Manokwari can not
run as expected as independent NPCE Rural nationally, due to the implementation
of NPCE Rural was unable to dig governmental funds and rolling the funds to
stimulate the economy or the business community. NPCE Rural much more aimed
at alleviating the backwardness of society in order to overcome poverty, because
all funds NPCE Rural dedicated to development of infrastructure and community
capacity building. NPCE Rural conducted in Manokwari consisted of: NPCE
Respect (2008 s / d 2010) and NPCE Rural ( 2011 - 2013).
Second, NPCE Rural conducted at the district level in the district of
Manokwari largely implemented less efficient, district three is deemed good
enough to guide the NPCE Rural is: District Prafi which is five times more
efficient (other than 2008), the District Anggi Gida is four times more efficient (in
addition to 2008 and 2011), and District Oransbari is four times more efficient (in
addition to the 2009 and 2013).
