description Background: The sufficient availability of quality health personnel is important for better health development in region. Therefore, the good distribution of health personnel is necessary in order that communities can enjoy better health services. Objective: The aim of this study is to find out the implementation of health personnel distribution as well as to analyze the maldistribution of health personnel and factors that influence it in Asmat Regency. Method: The study was conducted using a qualitative method by survey and in-depth interview techniques. The data collected are analyzed by using a descriptive qualitative technique. Result: Results of the result show that the policy on the distribution of health personnel in Asmat Regency is implemented to evenly distribute health personnel, for doctors, midwives and nurses in all districts. The distribution is not done well because there are still limited number and quality of healh personnel that should be distributed and the tendency of health tendency to more choose to work in the town than in village. This condition caused the maldistribution of health personnel in all districts.There are two phenomenon in maldistribution of health personnel in Asmat Regency, i.e. vertical maldistribution, referring to the imbalance in the distribution of health personnel among vertical positions from the level of Sub-Department of Health to the Public Health Center, as well as the Asistant Public Health Center and Polindes, and horizontal maldistribution, referring to condition of the imbalance in the distribution of health personnel among districts in Asmat Regency. Vertical maldistribution problems were associated with noncompliance with professional background or the fields of specialization, the absence of SK designation/appointment and job placement are relatively clear, there are officers who left the area of health personnel in the work area, there are health personnel who occupy certain positions through the official custodian, and there are health personnel who moved from another district to Agats because of the proximity to the officials. Horizontal maldistribution issues related to health disparities in the distribution of power between Agats district and other districts. Maldistribution is due to transfer of health personnel from other districts to or closer to Agats, because they are closer to urban areas, the distance between the town and the place of work so far, field work in serving the community very hard, difficult area accessible health facilities, salaries or inadequate benefits, no facilities and no career development education and training facilities. Conclusion: The implementation of policy on the good distribution of health personnel cannot be realized in Asmat Regency because of inappropriateness in job placement for health personnel causing vertical maldistribution and lack of incentive making to health personnel moving from far districts to urban areas near Agats District or even in Agats District, causing the horizontal maldistribution.
