Summary: | New Public Management (NPM) is a concept which is considered to be the
most suitable for the attainment of accountability and good governance. This
concept changes the role of government in providing services by focusing more
on the impacts (outcomes) on society, not only realization of budget absorption or
implementation of programs and activities. To ensure the real implementation of
this concept, the Government Regulation No. 8 Year 2006 on Financial and
Performance Reporting in the form of a Government Performance Accountability
Report (LAKIP) was issued. This research tries to examine performance of the
Education Agency of Riau Province using an instrument to assist in logical
thinking, i.e. the Performance Blueprint.
A performance measurement model which makes use of the Performance
Blueprint can be used to measure quality of the performance indicators developed
by the Education Agency of Riau Province using the logic model and the four
quadrant analysis as the instrument. The research method was done by analyzing
the data and conducting interviews as well as distributing questionnaire as
instrument to gather additional information.
Findings of this research suggest that the performance indicators of the Riau
Province Education Agency remain focused on the the quantity and quality of the
efforts made, not on the outcomes.
