Summary: | The Indonesian government policy of regional otonomy which is shouldered by local government (DATI 1 1) and i s based on law Nomor 5/1974, i s a necessity that cannot be avoided if the government is t o exploit the potentials possessed by the regional areas (DATI 1 1) to be utilized in the development of the regional government. To achieve the success of carrying out of regional otonomy has to be supported with financial capacity which comes from PAD. Unfortunately the average contribution of PAD to APBD Dati I1 Tana Toraja since T.A. 1992/1993 until 1996/1997 was only 6,16%, and the realization of PAD T.A 1996/1997 was 7 6,40%. The low realization of PAD and hence its contribution to APBD is caused some external and internal environmental factors. Thus it is justified if this thesis uses the management strategy by-putting into place SWOT Analysis to identify the stretegic issues which -are used as a-basis in formulating the strategies which will be implemented in the effort to increase PAD. The strategic issues identified by this thesis include : 1. There is still low capacity of PAD. 2. The weakness of supervision in the management a f some tax a nd regional retribution. 3. There is not yet data showing the income and the potential of each of the tax and retribution object. 1. There is less awareness among the people about their responsibility of paying the taxes and retribution thus effecting the realization of the some. The strategy that showed be put in place is based on SWOT matrik. This matrlk explains clearly the chances and external contraints which will be faced by the organization. And this thesis advernces four possible alternatives m d these are : a. "SO" strategy t o respond to the third issue. b. "WO" strategy to respond to the first Issue. c. "ST" strategy to respond to the fourth issue. d. "WT" strategy to respond to the second issue. |
