description The Triprogram of South Sulawesi development is a type of policy in agriculture sector which has a dimension on South Sulawesi economic develompment. In general, this policy (change of thingking; commodity territory and selling harvest processing) is aimed at rearranging the South Sulawesi economy from subsistence farming utilising technilogy and market orientation techniques. Spesifically, the objective of Triprogram policy is to increase wealth of South Sulawesi society. Today, 63% of the people in South Sulawesi still work in agriculture sectors (farming, plantation, and fisheries). The purpose of Triprogram policy therefore is to increase productivity of the agrucultural industry, provide new employment in the manufacturing industry and service sektors, and to increase the export of agriculture products. This policy’s goal is also ti raise PDRB income per capita and PDRB of South Sulawesi province. Since 1990 a number of programs have been realized to achieve the purpose and target of Triprogram policy. These include agriculture extension, research into developing agricultural commodities for the areas, supplying good seed, supplying fertilizer and pesticide, providing capital for business and training in the manufacturing and agriculture industry, etc. Since there are many types of activities that should be worked on and continually monitored, the Triprogram policy therefore needs some input in its delivery system. This input can be the shape of technical input such asresources, organization (institution), science and technology or non technical input such as communication, and environment which is conducive as well as collaboration between policy target and farming community necessity. Based on field recearch using an implementation study approach, locations in some territories that are developing 6 (six) types of priority commodities (cacao, arabica coffe, windu shrimp, cotton, marquise and cashew nut). Showed that the implementation of Triprogram policy in South Sulawesi has increase productivity of the six types of commodities observaed. The total productivity increased fiom 7 to 24% per year, while the productivity of the area fluctuated, namely the production of shrimp pond increased to approximately 11,47% per year. The area where Arabica coffe is grown had increase of approximately 8 ,80?? per year. On the other hand, productivity of the other there types of main commodities namely marquise, cashew nut and cotton; their productivity did not rise. Specifically, the realization of the Triprogram has pushed the development of agricultural product manufacture industry ahead, which has also directly influenced the improvement of agriculture product’s export value. This program also encourages added value to agriculture product and providing new employment as well. Another effect is the increase of PDRB per capita from Rp 849.223 in 1992 to Rp 1.373,145 i 1996. Homewer, the increase of agriculture n productivity and manufacturing and the increase of PDRB per capita, does not immediately increase society’s wealth. This is because those who are employed in the agricultural sector experience input costs that are higher than the prices they receive for their products.
