Although accident frequencies are believed to be the best indicator of success or failure of any road safety measures, they have many disadvantages. Therefore, traffic conflict techniques have been developed to supplement this safety indicator. It was found that the agreement between accidents and conflicts was satisfactory. Consequently, conflicts can be used to substitute. accident frequencies as a safety indicator. Two indicators which are commonly used to measure the severity of conflicts are time to accident (TA) and post-encroachment time (PET). |
