Summary:The aim of a state is to procure people welfare. Along the history of political affairs of the state rulers often abuse people due to their authoritative power, therefore power of rulers must be controlled in order that violence be limited.This study discussess the role of democratic procedure as the condition for rulers to use violence. The research uses induction-deduction, internal coherency and intrepretation method.The results of the research show that the limitation of violence is necessary to develop democracy furthermore. Democracy in the context of Russell's thought remains in the interest of individuals, whereas modern thoughts tend to understand democracy in term of social interest. Key words: ruler -- limitation of violence -- democracy.
