Democracy is a key word to mention the people's voice and right which must be honored in this beloved Republic country. On the one hand we have experienced our freedom for more than half a century, but the democratic life the people's voice and rights are still ignored on the other hand the interest of authority holders is given first priority.
The course of democracy, however, needs a long time and never flows smoothly. During the New Order era the Ministry of Home Affairs issued the regulation no. 2 of 1981 about the Establishment of the Village Community Council (Lembaga Masyarakat Desa/LMD) directing organization of democracy in the village level. But it has not operated well because there has still existed the load of bureaucrats interest. The assumption can be traced back through the placement of the Village Headman as the Chairperson of the Village Community Council (LMD).
In decentralization policy, though the law no. 22 of 1999 about Local Governance, there is a very important klausal namely the change of policy about village governance in which three contains the policy to demolish the political system in the village level by presenting the Village Representative Board or Badan Perwakilan Desa (BPD) as an institution which struggles for democracy in the village level.
The research is to know about the prospect and roles of the Village Representative Board (BPD) in pushing the democratization, representation variable, and democracy.
The research method utilized by the writer is the qualitative descriptive method with the approach of the case study on the establishment of BPD in the village of Malawele, Subdistrict of Aimas and the village of Framu. Sub?district of Ayamaru in Sorong Regency as the object of the research. The findings of the research are:a. The prospect of the BPD of Malawele village in promoting democracy is quite positive.b. The prospect of the BPD of Framu village tends to not playing the roles functions as an institution that bears the spirit of local democracy. The solution offered here is there should be an establishment of The Forum for Communication of the Empowerment of Village Community (Forum Komunikasi Pemberdayaan Masyarakat Desa/FKMD) for village with homogenous characteristics of
the Regency of Sorong.
