This research was conducted in the region of the estuary of Progo river. The respondents for this research were the farmers chosen through the snow ball technique. Interviews were also done with the related persons or apparatus namely apparatus of Poncosari village goverment, apparatus from the National Land Agency (BPN), Public Works Agency (Dinas PU), as well as with societal leaders/figures such as village masters, teachers, clergymen and neighborhood administrators (pengurus RT/RW).
This research consisted of library research and field research. Primary data obtained from the field research were combined with the secondary data from library research, and then were analyzed qualitatively.
The research output shows that:
I. Occupation of the channel bar within the region of the Progo river estuary has caused conflict between the farmers and the apparatus of Poncosari village goverment. The conflict caused negative and positive impacts.
2. Factors which caused the conflict are Firstly, parties to the conflict had different perception on the legal consequences of the channel bar occupation. Secondly, concerning the channel bar occupation, the parties to the conflict had different interest.
3. Parties to the conflict had almost equal bargaining power so they had the same chance to win the conflict through the strategy of coalition whether vertical or horizontal coalition.
