| Summary: | Policy of Natural Resources as strategic sector of national interest, are source of conflict among so much partijs. Money and power ditermine configuration of it's policy. Local community or local indegeneus was always as loss partij. There are similar problem between center policy and local policy of forest, conflict among dominant powes, include Gunung Kidul has similar problem. Reformation pushed the social movement to change for the democratic policy of forest. It rises policy of social forestry in Gunung Kidul. This paper try to discribes what and why change of idea in policy making of forest in Gunung Kidul. This is dirived from document analazise riserche. The Riserche concluded that Policy of forest in Gunung Kidul had change of idea namely: 1) change of idea from exlusive, represive, exploitative, partial character to be participative, responsive, integratif and coprehensive character in every step of proses of policy making. 2) reasons of idea change were the failure of policy formerly and social awarnes in Gunung Kidul.
