A weak regulatory enforcement leads hospitals to avoid undesirable patients such as people with HIV. Preventive and educational program have dominated national AIDS program. The focus of these activities are risk behaviors related to HTV transmission. The evidence-based were research HIV epidemiology. AIDS Non Government Organization (NGO) have growth and flowered in Bali. They have been activities such as communication, information, education, and prevention. As alternatives to formal care organization, NGOs AIDS have assumed an provide emotional support or counseling services, housing, and home-based hospice care for victims. This study seeks to explain why AIDS NGOs adopt activities as the do. Particularly, it asks why many NGO focus on preventive and educational HIV services, while in support healt care gain litle attention. This study used a multiple case design, and was held in Province of Bali. The data gathering was done by interview, obsservation and secondary data. The results showed that activities of 5 NGOs is preventive and educational. One NGOs had pattern of activity to curative and support a victims health care service. The membership of HTV/AIDS victims, involvement of medical professionals and the relationship with human right organization did not change preventive and edukative activity to curative and support health care. Organizations depend of their external resource, priorities set by funding agencies influence pattern of activity to preventive and educational. It could be concluded that the pattern of NGOs AIDS activity in Province of Bali did not shaped by the pressures from their institutional environment, but depend to resources.
