This thesis is aimed at giving a descriptive analysis on the effectiveness of running a village administration based on UU 5/1979. The question arises from this problem is why low effectiveness of village administration occurs and what are the affecting factors?
According to the researcher, there are two factors affect the effectiveness village administration in Donokerto and Trimurti villages, i.e. internal factor (functionaries skill, their participation and finance) and external factor (support and hindrance from higher administration).
The result findings on these two villages show that low effectiveness comes from the output and input ratio value of one, which means using the same resources, input volume and quality, maximum output or productivity is not yet achieved. The different level of functionaries' skills of both villages come from their formal and informal education, and the fact that surplus funds of APPKD is not enough to improve their capability to obtain and to make benefits of available resources. We can see the different financial capabilities which come from different surplus funds and financial viability by viewing the progress of PAD and APPKD in the form of balanced budget. The frequency. of functionaries' participation of both villages in decision making process of local routine and special meetings, and their participation of completing the tasks are considerably high. Their contribution is increasing. their local real revenues. However, both village functionaries cannot maintain and improve the available income resources, moreover creating new ones. Support for higher administration is an obligated loyalty manifestation. While internal support is considerably high, for its coordination intention, external support is significantly low for its instructive, statutory or compliance nature. The hindrance is that they consider policies from higher administration as unstable, attached to the waiting period of validating the manual instruction, and no level of coordination with DPRD of level II.
