Summary:ABSTRACT The research of elderly care in panti wreda was held in Semarang. This research aims to examine elderly perceptions toward the quality of elderly care service in the private and state owned panti wreda. It was conducted in Semarang by utilizing survey methods. Structured interviews were used to collect data, which then analyzed by using descriptive qualitative techniques and further completed with cross tab analysis. The occupants of panti wreda are mostly female elderly. The oldest elderly is in private panti wreda and his age is 85 years old. Most of them in state owned panti wreda are from outside Semarang. While in the private panti wreda are mostly from Semarang. An average stay of elderly in the private panti wreda is longer than in the state owned panti wreda. The status of marriage of elderly in the state owned and private panti wreda is mostly separated by death. Most of the occupants in the state owned panti wreda profess Islam. While, in the private panti wreda are mostly Christiany followers. Both of the occupants in the state owned panti wreda and private panti wreda are mostly in the lower educational level. The elderly in panti wreda in the state owned and the private panti wreda used to be manual workers in their youth. This research reveals the different roles between the two types of panti wreda. The state owned panti wreda provides housing and insurance for those neglected elderly so that they will be more comfortable. Whereas, the private panti wreda focuses on social supports by providing some services and cares. Meanwhile, the lower economic status is the main reason for most of them who decide to live in the state owned panti wreda and, those in the private panti wreda have different reason, that is, no one to care them at home. There is a slight difference in the perception of the type and the duality of elderly care in panti wreda between the state owned and private pants wreda. There are also differences in the perception toward the services of elderly care that Oven by the state owned and the private panti wreda. The elderly perception from the state owned panti wreda is better that the elderly perception from the private panti wreda. Key words: Care -- Elderly -- Panti Wreda
