So, it is time to change the strategy of development and the role of bureaucracy become the "people centered development", while the local development bureaucracy has to have a role as facilisator, coordinator and communicator, which are considered more possible to lessen the people dependency toward bureaucracy,Therefore, if the Local Development Bureaucracy wants to be sucsess on playing its role, willy-nilly, has to look at the fact of a new tendency on the direction of development process which it has participatory characteristic in order to eliminate people's opinion who consider that participation is as mobilization.This research intends to know how far the influence of the local development bureaucracy as facilisator, coordinator and communicator toward the people's participation in the development. The result of this research can be concluded that the Local Development Bureaucracy appears, not to make participation as mobilization as far it has a role as facilisator, coordinator and communicator. But the contribubution given by bureaucracy appears very low 0,211. It mean that, so far, the participation of Semarang people, if it is considered as an participation, is determined by different factors outside from the role of bureaucracy. From the the result of this research, it can be concluded that it still has to find out the balance betwen the need of domination in one side, and the participation demand in another side.
