description This research focuses on Implementation of Hotel Agreements and Resolution of Disputes (between Hoteliers and Travel Bureaus in the Province of Bali) is a normative research of law. It aims to find out about the implementation and of hotel agreements in the province of Bali, the contributory factors for the failure of travel bureaus to fulfil their obligations (default), and ways of arbitrating disputes arising from the implementation of hotel agreements.The data used in this research are primary and secondary data. The primary data are obtained from field studies in which data collection is made through interview guidelines, and the secondary data are obtained from library research through a documentary study.The research location is the Municipality of Denpasar and the Regency of Badung in the Province of Bali where the majority (approximately 90%) of star (bintang) hotel businesses and all (100%) disk (cakra) travel bureau businesses operate.The research subjects include star hotel owners from whom sampling is done by selecting 10% (from each of the one-star and two-star hotels) and 20% (from each of the three-star, four-star and five-star hotels), and 20% from disk travel bureaus. Other subjects consist of one official/executive staff member each from the Regional Office X of the Department of Tourism, Post and Telecommunications in Bali Region, the Local Office of Tourism in Bah Region, the Regional Board of Directors of the Indonesian Hotel and Restaurant Association (BPD PHRI Bali), and the Regional Board of Management of the Association of the Indonesian Tour and Travel Agencies (DPD ASITA Bali).The research findings indicate the following : First, generally speaking, hotel agreements are well-implemented (voluntary, normal and peaceful), but there are also cases where the implementation of hotel agreements happen under pressure from the BPD PHRI Bali. In some cases, the involvement of the BPD PHRI Bali brings about positive and fruitful results. In some other CA ses, however, this mediation still creates problems between those concerned. When this happens, resolution of disputes is sought through the service of lawyers from the Denpasar Lawyer Association (LAA), specifically for privately-owned star hotels, or by involving the Regional VII of PUPN (Panitia Urusan Piutang Negara is an ad hoc committee in charge of pressing for payment of a state bad debt), the Regional Office VII of BUPLN (Badan Urusan Piutang dan Lelang Negara is a government agency concerned with state debt claims and auctions) for state-owned star hotels. Second, pressure on the implementation of hotel agreements is undertaken because travel bureaus do not fulfil their obligations (default). The contributory factors in a default are internal and external. The internal factors can be resolved with discretion and in a structured way, where as the external factors require special treatments (for example, by adopting the policy of advance payment and/ or floating deposit). Third, resolution of disputes is sought through deliberation to reach a consensus (between both parties concerned or with the involvement of BPD PHRI Bali, lawyers from LAA Denpasar, and the PUPN Regional VII/ the Regional Office VII of BUPLN Denpasar, Bali).
