Formulation of its problem is initiated when a project called as Boyong river to Kuning river Sudetan (waterway diversion) intended to protect the community from the danger of Mount Merapi eruption get resistance from the community group. Question rises then is why resistance toward incision project ocurs? The research is aimed to observe some causing factors of resistance, actors and forms of resistance. Data is obtained through indepth interview. The research uses strategy of case study, and the response presented explanatively. Results show that government interest to protect the community from dangerous Mount Merapi eruption through Sudetan has threatened the community interest surrounding project sites. They involve interest of living and inhabiting existing residence, interest to the forest as source for fullfilling the livestock woof and interest to Umbul Wadon as source of. Aside the interest factors, the project has a type of benefit that divided imbalanced proportion between the benefit for the community far away from the project location and the benefit received by local community. Compensation as the way to obtain more extensive support could not be applied considering that no personal property involved in the project. While participatory mechanism was not applied effectively. Resistance actors are not limited from the area of Umbulharjo village, but also from outside villagers with similar interests. According to Judson' continuum, the form of resistance is regarded as passive due to imaginary threats. This is due to the project is still in feasibility stage.
