Summary:ABSTRACT Although the issue promoted here is only one of the institutional dynamics at the local level based on the marginal position of the village society in almost all aspects of life living in this country, however, this thesis entitled "The Social Capital and Development of the Civil Society" might be one of the portraits on the dynamics of the civil society in Indonesia. In order to meet the purpose of the study which is to identify, to understand the social capital within the local institutional dynamics through the dimension of value, institution and the social practice, to know its relevance for the development of civil society, a case study strategy with the descriptive qualitative approach as its method was used. Data were compiled using the interview, observation and documentation. The location of the study was determined to be the Bonio Ehowu Group at Iraonogeba village, Gunungsitoli District, Nias Regency. The formation of Bonio Ehowu Group in 1986 was underlain by the response of the Iraonogeba society towards the paleness of the culture and custom as an identity of the Nias society. The cultural movement performed by Bonio Ehowu Group was not futile since the response of the Iraonogeba society to involve as members of the group. Till 2004, the group members were 60 persons (7,75% of the whole population of the Iraonogeba village). A number of activities in culture and custom preservation area were followed by this group from the village to regency levels. The acknowledgement of existence of this group was then strengthening the bargaining power between the villagers and the government. The situation of the group over time in which the activities in cultural arts with its Banjo Ehowu cultural studio is getting developed for more or less fourteen years, and so are the sharpening and increasing of activities, as an answer to the complex challenge and desire to reach larger target of this group. The arrangement of the organization of the group with the addition of activities includes the escorting in the area of advocacy and the aid of law as well as the garden club. In this respect, there is a shift of activities from the specific group target to the larger and more pluralistic target, which means that the activities are not simply and merely based on the culture and custom or tradition. The result of the study shows that Bonio Ehowu Group performs the effort to shape the self-help among the society through the function of the group as a basis of the civil society development. Several function of Bonio Ehowu Group for the Iraonogeba villagers, are the first, the economic fienction, even though the modal is not yet large but still small, Bonio Ehowu Group has been able to attract the villagers, especially in the activity of garden club, the second, the social fitnction, for the meeting of this group is a routine activity every Sunday, this forum is able to tighten the family relationship among the villagers. Besides, sociologically, this forum has evolved to be the village consultative forum in trying to overcome every problem occurring in the social life. The actualization of social capital which is embodied through the value of trust, the solidarity of friendship, togetherness, and equality among the members of the group is a conducive situation for the sake of social learning (a mutual help process) to solve the problem collectively. The third, the political function, this item becomes a means of democratic life of each member of the group. The process of institutionalization of social capital which is applied to each group member is synergically related to the development of the civil society at lraonogeba village.
