总结:The change of government system from centralized to decentralized system followed by many changes, such as top-down development policy to people participation. The objective of this research is to know and search the answer of rural participation in its development and the factors, which influence on people participation in transition era. The research subjects were people, leaders, village administrator, leaders and member of Non Government Organizations in Timbulharjo Village. The research used qualitative method. Observation method, interview, documentation, were used to gain the data. Qualitative descriptive analysis method was also used to analyze the data. The result shows that in the beginning of rural autonomy implementation, mass mobilization in Timbulharjo Village's development activities has decreased. However, people participation, which acts independently has begun to grow. It is known from the people participation in the process of decision-making and also development planning and implementation. People control has run well to the development program, which directly related to their interest and survival. In the other hand, the control becomes weak if the program does not directly bring a loss or threaten them, The growth of Timbulharjo people participation has been influenced by strong information base in the village, village-head leadership, participative local organization, and responsive-facilitative village government. Key words: village autonomy, development, society participation, decision making.
