Summary:The objective of this research is to describe the political process in relation with institutionalization of democracy values by BPD, and to know the result of the process. The research is conducted at Duwet village, Ngawen sub-district, Klaten District. There are three political processes of institutionalization of democratic values in Duwet involving BPD role and villagers participations, namely the BPD recruitment, the implementation of village government including the village regulation formulation, and the process of village chief election of Duwet. When the process of BPD recruitment is being held, the political culture of Duwet villagers is dominated by the loyalty of villagers to the village elites who are distributed based on the indicator of civil servant and formal education (university graduated). Actually, the BPD of Duwet begins its duty democratically, especially in managingthe internal mechanism, its roles and functions. However, at the next period it appears many practical interests of BPD members, culminatedly when there was a village chief election in 2002, in which it emerged a friction among the BPD members that was accidentally as the committee of the election. The committee turned to be three groups of succession and campaign team of the candidates. Based on the three political processes and the result, hence it, can be concluded that the process of the democratic values institutionalization in Duwet has been failed because it is democratic in procedure only, but sub-stantially there is no change on community political culture, which is dominated by collective cultures. The failure of the process means the failure of BPD too. Such phenomenon is as a clue that the democratization effort can-not be implemented by leaning on the procedure only.
