Drug is one of the main aspects of health services. The cost per capita annually for Indonesians is still low compared to that in other developing countries. Although the budget for public sector is still relatively small, based on the survey of essential drugs availability in community health centers in the fields of study in general reached 90% before the economic crisis and was above 80% during the crisis. This was relatively the same with the condition in other developing countries in the out-of-crisis condi¬tion. The condition was the fact of drugs availability in the public sector controlled well centrally. The decentralization after the the law no. 22, 1999 on was effective. The law arranges the duty division between the central and local government. And the Law no. 25, 1999 that regulates financial balance between the central and local govern¬ment need strategic efforts to improve the availability and affordability of drugs with¬out neglecting the technical consideration of the drugs and health sectors through local regulations.
