Background: Health sector reform, associated with decentralization and regional autonomy, has introduced changes in the tasks and responsibilities of health person¬nel. Vertical and centralized programs have been replaced by integrated health pro¬grams financed through general allocation fund. Health informatics offers career op¬portunities to fulfill the need for integrated program planning, monitoring, evaluation and performance support.
Objective: How functional posts in health informatics were developed through rules and regulations and whether these posts were attractive to the health care personnel or managers were addressed in this study.
Methods: Rules and regulatory documents were reviewed to understand the legal basis for the development of functional posts in public services related to health informatics. Observations and interviews with health care personnel and managers in puskesmas, health office and hospital were carried out, while preserving the natural settings as much as possible, to understand how career in health informatics was pursued.
Results: Government decrees and regulations stipulated 5 functional posts related to health informatics: librarian, archivist, statistician, computer specialist and medical record specialist. The health sector personnel were not enthusiastic about functional posts in health informatics due to unattractive remuneration scheme, limited availabil¬ity of formal education and trainings, and the lack of expressed need for career pro¬fessionals in health informatics. The bureaucratic mindset of recruitment and promo¬tion of health informatics professional should be changed to value-driven career lad¬der approach.
Conclusion: The prospect of deVeloping functional posts in health informatics has a fairly strong legal basis. However, both the supply and demand sides of the profes¬sions in the fields of health informatics should be strengthened. Health informatics no longer deals with recording and reporting as its main task, but with providing perfor¬mance support in health care delivery and health promotion in the clinics and the communities.
