Summary: | Background: PT Askes capitation contract based on district level that could not stimulate the efficiency of public health services was changed to the Public Health Service base. This study to evaluate the stakeholders perception, the number of referrals and the trend of health cost after the policy change in 1999.
Method: This study used Quasi experimental design. The data taken from primary and secondary sources utilizing qualitative and quantitative approaches. The data were collected using questionnaires, in depth interview, in addition to the data of capitation contract based on district level policy in 1996 �1998 and of Public Health Services capitation contract in 1999-2001. The referral ratio and the health cost trend were examined quantitatively.The perception of the stakeholders which are The Head of the Public Health Services (19), the Head of Health Office District and The Branch Manager of PT Askes was examined qualitatively.
Result: The result of this study indicates: 1). that there is a decreasing number of referral patient, 2) the decreasing trend of the health costs and 3) the perception of the stakeholders in the Total Capitation Contract based on Public Health Service is positive.
Recommendation: The result recommended that 1) The capitation contract based on Public Health Services should be further continued
