| Summary: | Pawn shop services public service institutions which is not free from activities service broker. The objective of this research is to determine factors that are underlie the existence of brokering activities. Study findings pointed to several factors, which are broadly categorized as internal and external. Internal factors include inaccessibility of the pawn shop, lack of clarity of the attributes of the product, and bureaucratic pathology attributable to brokering activities. Meanwhile, external factors include public perception about pawn shop services, level of satisfaction services offered by the broker, and the culture of reluctance to get involved deeper into pawn shop business activities. Redressing the brokering problem can be done by among other things, offering reward and meting out punishment to pawn shop staff depending on whether they don't engage or condone in brokering activities, discourage the activity, providing clear attributes of the product, and improving pawn shop services.
