| Summary: | Development of e-government in local government needs support
resources managers who have the competence Chief Information Officer (CIO)
who can ensure the management of Information and Communication Technology
(ICT) to government business processes effectively and efficiently. Currently
there are no institutional form CIO in Pemerintah Kabupaten Sleman specializing
in management and utilization of ICT. Department, which handles the utilization
of ICT in Pemerintah Kabupaten Sleman is Bagian Komunikasi dan Informatika
Dinas Perhubungan, Komunikasi dan Informatika. Duties and powers Bagian
Komunikasi dan Informatika to issue a policy relating to the implementation of
ICT in order to implementation of e-government is very limited. Therefore
necessary institutional arrangements, roles and competencies that CIO can be
applied in Pemerintah Kabupaten Sleman.
In this thesis, the researcher tries to make the institutional model, the CIO
role and competence that can be applied in Pemerintah Kabupaten Sleman. The
model will be further tested with Delphi Method approach. Iteration is done 3
times. Each iteration, the answers were analyzed to serve as resource person next
model tested again. Similarly to obtain the final model, then the final model was
analyzed based on other literature sources and conditions that exist for the
resulting model to be recommended.
Institutional model, the role and competence of the CIO in Pemerintah
Kabupaten Sleman designed and recommended in the two pieces of the
recommendations.
