transparency and accountability. It means, people should have adequte access to
get information and decision making process.
It leads management activities can be carried out avowedly and
accountable, legally, administrative, technically and morally. Therefore,
corruption can be prevented. But in fact, there are still occurs corruption cases, for
example corruption case in Salawu District. Corruption is caused by many factors,
such as lack of transparency and accountability in implementation of KDP. It
needs to be further investigated how the implementation of transparency and
accountability of KDP implementaion in Salawu District. How does the
implementation mechanism of KDP? Does it consistently performed? Why did
corruption occur in implementation of KDP in Salawu District? It is a qualitative
descriptive study. It purposes to describe the actual state of implementation of the
principles of transparency and accountability in KDP practise. Data collection is
carried out through in-depth interviews of some informants, they are 2 district
level officers, 9 subdistrict level officers, and 2 vllage level officers. Additionally,
researcher do field observations and study of literature.
According to the result study, there are many various style in
implementation of transparency and accountability principles. Activities and
budget managements have been implemented transparency and accountability
principles. Therefore, there aren’t corruption case occur on this section. But there
any lack of transparency principle in savings and loan management revolving
fund. It causes saving and loan fund corruption in Sundawenang Village.
Factors that cause corruption in KDP implementation come from individu,
organization and popuplation. Individual reason are less powerful moral,
insufficient income, the urgent needs, consumptive lifestyles and less applicable
religious teaching. Organizational reasons are lack of exemplary leadership
attitude, absence of the right organizational culture, unadequate accountability
system, weak management control system, management officers tend to cover up
corruption in the organization. Exceptly consistency perfomed, transparency and
accountability have to institutionalized. |
