description | Policy evaluation is a functional activity which is done not merely at the end of the policy implementation but also within whole policy process but it’s more focused at policy implementation (Nugroho, 2008). According to Nugroho, policy evaluation is devided into three kinds from timing aspects, there are before implementation of program, at the implementation moment, and after impelentaion to know either success or failure over certain policy. Civil servant development for undergoing study as official scholarship program is technical implemented by officialdom Departement District but related to all of Departement in Timor Tengah Utara District so evaluation will made for all. The evaluation is consider from timing: before program implementation related to selection process, at the implementation moment related to academic achievement and after program related to employment and duty promotion for official scholarship. In this research, the researcher uses descriptive-qualitative research. Data used in this research is both primary and secondary data. Primary data is gotten by observation and in-depth interview. While, secondary data is taken from documentation and literature study. The research result shows that the program is successful but not so optimal and significant for reaching the provisioned goals. In this evaluation, it has been discovered that civil servant development as official scholarship in certain institution without passing both academic and administration selection but both selection is made by officialdom Departement District appropriate the guidelines although some rules and regulations is disregarded in selection process. Based on the academic achievements, it is found that there is a decreasing on academic achievement of several civil servants as official scholarship even the academic achievement is under the standard that is set up by government in certain semester. However, academic achievement index shows good performance and even some of them get cum laude. Besides, from employment and duty promotion side, generally officials scholarship are placed by government on certain institution base on their academic background. However, some of them are not employed suitable with their academic background. So, if this program want to be success, selection process must be appropriate the guidelines, implementation program by official scholarship must be carry out with responsibility for good perforamce and then employment must suitable with academic background. |
