Local regulations are established by both executive and legislative bodies for the implementation of the government programs and for social order. They are intended to simplify and to make effective solutions for public problems. Policy formulation is an important step in policy making process. Based on the aforementioned description, the author tries in the study to investigate how is the policy formulation process of the residence indentification card and birth sertivicate services in the government of Padang City of West Sumatra province and what is the role played by the stakeholders in the process. The method employed in the study is of descriptive one and data is analyzed qualitatively. The data is collected using interview, documentation and observation. The results of the study indicate that the policy formulation process involving the policy makers in Padang City has proceeded following the existing technical and political policy making procedure. However, a power of local government head plays an important role in making essential development in delivering public services, especially the local regulation of free residence identification card and birth sertificate for the citizens of Padang City. It is very normal and legitimate policy because the local head is directly elected by the people in a democratic system. The author recommends that the policy formulation process puts more emphasis on the problem identification. It is also better for the executive to establish a good communication with the legislative in order to meed the objectives of the local government, especially in the area of public service and peope prosperity in order to materialize first-rate public services. |
