| Summary: | The management of industrial plant forest in PT. Wirakarya Sakti often faces obstacles in the form of conflicts with the surrounding people related to the land used for oil palm and rubber plantation. The study aims at 1) analysing the social-economic problems of the surrounding people, 2) analysing the description of the management of the forest by IUPHHKHT PT. Wirakarya Sakti, and 3) to formulate a verbal model of industrial plant forest development in sosical forestry paradigm. It is conducted using observatin and interview in three villages surrounding the Distrik VI PT. Wirakarya Sakti, which are Tebing Tinggi, Kelagian and Senyerang villages of Tanjung Jabung Barat District of Jambi Province. It employes a descriptive method. The results of the study show that the causal factor of the conflict is the forest development planning that tends to use conventional paradigm of ”timber management” and puts more emphasis on forest engineering than on social engineering. Additionally, the motivation of the surrounding people to engage in agricultural efforts is still low as compared to their interest to operate plantation so that there are many agricultural land that have not been optimally used. The management regime verbal model consists of partnership management regimee with forest resources management approach and concervation with forest ecosystem management approach. It is because the district is dominated by plane tophography and the emphasis must be put on the economic function.
