Kendari City. The madani Brotherhood Program is the Mayor of Kendari
innovative program that has not exist in other regions of Indonesia, and is one of
policies which implemented in effort to empower the poor families in Kendari City,
to overcome fairly high poverty level in Kendari City that is 30 percent of total
urban population. This disclosure on implementation process of the madani
Brotherhood program is important because of problems that led to implementation
of madani Brotherhood program has not be implemented optimally. The success or
failure of a policy or program are depending on how the policy implemented, and
certainly in implementation of the policy need a careful planning and support from
the various things necessary, since many factors influences the successful in
implementation of a policy or program. In this regard, this research aims to present
descriptively how the implementation process of madani brotherhood in Kendari
City. In addition, this research also reveal the inhibiting factors of implementation
process of madani brotherhood program in empowerment of poor families in
Kendari City.
In this research, the author uses descriptive research method with qualitative
approach. The informant data include: The Mayor and Deputy Mayor of Kendari,
Head of Community Empowerment of Kendari, Secretary of BPM, Head of
Economics Division BPM Head of Sub Division of Identification of Poor
Community of Kendari City, Mediation team of madani brotherhood, Head of
Village, Community leaders, religious leaders, and indigenous leaders in Kendari
City, and the rich families as a target group of madani Brotherhood program .
The result showed that the process of implementing programs of madani
brotherhood in Kendari city was held, with the preparation phase, implementation
phase and monitoring phase, but in its implementation has not optimally. The lack
of family supervision program and the criteria are able to assign as the target group
policy, an issue that the Government partly Kendari not able to bring together
families and poor families as the target. In the process of program implementation
in Kendari city of the madani brotherhood there are several inhibiting factors. These
inhibiting factors are resources program manager, equipment / facilities programs,
funds the program operational, not performance method of socializing that has been
determined, and factors of the target group.
Therefore, based on the results of research and identification the cause of
problem, the policy recommendations then need to be done Kendari city
government is, first, conducting surveillance to ensure the smooth implementation
of the program, and determine criteria capable family as target group, second, to
place competent implementer and support the implementation of the program, third,
to provide operational funding for the program is managed entirely by the
implementor, fourth, providing equipment / facilities for the smooth implementation
of the program, fifth, intensifying socialization to provide understanding to the
target groups related to the substance of madani brotherhood program, especially to
increase the willingness of the group targets for participating in the program. |
