This was a juridical empirical legal research, namely, a research based on the
implementation in the field to reveal the true facts. The data in this research were
gathered through library research and field study. The secondary data were obtained from
literatures and legal regulations. The primary data were collected through structured and
unstructured direct interviews carried out with respondents.
