of National Action Plan of Human Rights in the Field of Education in Yogyakarta
City in the Years 2004 - 2009, to identify and to investigate the fulfillment of rights in
education conducted by Organizing Committee of RANHAM (National Action Plan
of Human Rights), and to identify an to study the efforts of protection and fulfillment
of human rights in education by the organizing committee of Yogyakarta
Municipality in the years 2004 - 2009.
This research belongs to normative juridical research, which was conducted to
obtain the secondary data as the main and the primary data as the supporting data by
studying document, interviewing and proposing questionnaire. The data were then
analyzed qualitatively and presented descriptively.
RANHAM is intended to be general guideline and plan to improve
appreciation, advance, fulfillment and protection of Human Rights, particularly in the
field of education. RANHAM is line with national policy on national education which
allocates educational budget as much as 20% in accordance with UUD 1945 (The
1945 Constitution) and Local Budget of Yogyakarta Municipality. To sustain the
policy and various national programs in the field of Human Rights, RANHAM should
be implemented comprehensively and continuously.
The result of this study are 1). The implementation of RANHAM in
Yogyakarta in the years 2004 - 2009 is to accomplish protection and fulfillment of
Human Rights, particularly right for education, as one of rights which should be
fulfilled by regional government |
