Summary: | As part of the agglomeration area of Yogyakarta city, Sleman Regency becomes
a desired location for housing development activities. One of phenomenon appears in
this area is that many building permits were issued after the field construction have
been executed. Data from September to October 2004 shows that 94 % (74 locations
of housing) of building have been constructed when building permits still in the
process. Such Phenomenon creates problems, especially when the permit is not
approved. It will cause a complicated problem because land has been changed from
previous use.
This research aimed at describing the phenomenon of housing construction
before the permits have been issued. This research carried out qualitatively and
implemented naturalistic-explorative method or so called phenomenology method.
The research showed that the �construction preceding permits� phenomenon
could be grouped into three reasons, there are local government, developer, and
consumer reasons. Local government reasons background consists of:
unsynchronized policy between local government and state land body, ineffective land
use control system, permits mechanism obstacle, unprepared rules and codes, laxity
of rule enforcement and ineffective socialization. Developer reasons background
consists of: developer�s economy tenet, construction preceding permits development
mechanism and developer appreciation. Consumer reasons background consists of:
housing need of consumer and consumer appreciation.
