Summary:In order legalization of assets owned by the public, especially land, the government through the National Land Agency of the Republic of Indonesia began to develop and enhance a wide range of land registration programs, among others, Larasita, LMPDP, SMS, Prona, Proda and others. Programs that are most quickly and precisely to the acceleration of registration of land parcels owned by the public is Land Management and policy development project / LMPDP. Bantul District through LAP Phase I in 1994-2001 has been successfully certify as many as 32,822 pieces of land and the year 2004-2009 through the program LMPDP successfully issued a certificate of 91,218 units. Therefore, the amount of land in the district of Bantul, which have been issued certificates of 363,074 pieces or 64.10% of the 566,451 parcels of land that is registered, the remaining 203.377 or 35.90% have not yet been published certificates. In this research, the author uses descriptive research method with qualitative approach. For the purposes of data in the implementation of the Programme LMPDP conducted interviews to members of the Committee and the Adjudication Team, Chief of the Land Office and Device Village of Bantul District and community groups (target group) in the area of research. As for knowing how far the public response to the effectiveness of program implementation LMPDP, researchers used a questionnaire to 75 respondents each Bawuran Village 25 respondents and Village Bangunjiwo 50 respondents and the realization of program implementation LMPDP in the district of Bantul. Results were analyzed by descriptive research showed that in the overall process of policy implementation in a systematic land registration in Bantul district runs well and effectively in accordance with the rules and regulations. This is evidenced by the achievement of the results of activity of land registration which is fantastic in the district of Bantul particularly in the research area of the Village Bangunjiwo and Bawuran. Coordination and communication with relevant agencies and stakeholders in the region is an early success implementation LMPDP program policies. Majority of people in both areas of studies suggest that the communication submitted by the adjudication committee through counseling can be well understood and actively participated in the success of land registration program. Likewise, the service and patterns of the adjudication committee of behavior by the public good and friendly. In the end society through analysis of interviews and questionnaires, 80% of 75 respondents declare satisfaction with certification land through LMPDP program, even 16% of them expressed great satisfaction. Thus the implementation of systematic land registration policy through land management and development project / LMPDP in Bantul district can be said to be "effective".
