Summary: | The presence of the Portuguese language as the national language in
Timor-Leste, was a form of consensus between the "Old Generation and "Youth
Generation" through a national conference on 25 August 2000 in Gedung
Matahari Terbit (GMT) Dili. Portuguese language was used in Timor-Leste
national education curriculum more intesively efforted base on the Constitution of
RDTL, article 13, act 1 that ratified on 22 March 2002 and Law No.14/2008,
article 35, act 8, that the official languages of the Timor-Leste were Portuguese
and Tetum. When the government of Timor-Leste through the ministry of
education and national culture attempted to reconstruct the national curriculum by
Fazing in and out policy to introduce and expand the teach of Portuguese
language through the Reintroduction Portuguese Project (Projecto de
Reintrodução da LÃngua Portuguesa) in 2002, Portugal Institution Development
Assistance-PIDA, was the only organization that supported that project through
the training and development program to teachers in Timor-Leste.
The theories and concept that used in this reseacrh as hypothesis to discuss
the training and development program evaluation at the ministry of education and
national culture of Timor-Leste were concepts of evaluation program and concepts
of training and development.
The methodology used was an evaluative research method using the
approach pre-experimental designs. The data used in this study was primary and
secondary data. Primary data is compiled from the questionnaires and interviews.
While the secondary data obtained from literature review / document.
Base on the post-test result, no had significant that different with the
research result. The post-test result was showed that the mayority (76,7%), their
Portuguese language skill were unsuficient., The search results also showed that
the performance of these training programs had not achieved optimal results as
expected. Based on the research results, the ability (skills) Portuguese participants
were only reached 64% or the same. While the grammar skills of the participants
also recently reached 44.3%. The cumulative results of the two main indicators
were 54.15%. Challenges faced by the participants that were, no reference
sources, the course is not focused, the books are difficult to obtain in the market
generally, the work environment did not support, there is no clear regulation, and
time for courses is very limited.
Government and stakeholders, in short time for training and development
program, otherwise emphasis on aspects : reading, writing, tenses and article,
morphology, syntax testee. Base on the five aspects above shows the results still
very low under the standared that expected.
